RDC IX meets for FY 2013 budget consultation
In response to National Budget Memorandum (NBM) 112, dated December 29, 2011, the Regional Development Council (RDC) IX, through its four sectoral committees (SecCom), will convene on March 6-7, 2012 at Grand Astoria Hotel, Zamboanga City, to review the FY 2013 budget proposals of regional line agencies (RLAs) and state colleges and universities (SUCs) in the region. The SecCom-endorsed budget proposals will be presented to the RDC IX Executive Committee on March 9, 2012 in Dipolog City for review and endorsement to the concerned Agency Central Offices.
Based on Executive Order 325, s. 1996, the RDC is mandated to review the budget proposals of agencies and endorse the same to their respective central offices. Furthermore, Section 5.2 of NBM 112 states that the RDC will serve as the venue for the conduct of budget consultation in the region. The issuance of NBM 112 by the Department of Budget and Management marked the start of the preparation of FY 2013 Budget Proposals. Civil society organizations and RDC IX Private Sector Representatives will once again be engaged in the budget consultation by providing feedback to the RLAs and SUCs in their budget proposals.
It is expected that the agencies’ programs and projects will directly support the five key result areas of the President’s Social Contract to the Filipino People, which are: 1) Transparency, accountability and open governance; 2) Poverty reduction and empowerment of the poor and vulnerable; 3) Rapid inclusive and sustained economic growth; 4) Just and lasting peace and the rule of law; and 5) Integrity of the environment and climate change adaptation and mitigation.
