RDC IX AdCom Convenes in QC
Regional concerns seeking appropriate action shall lead the officers and members of the Regional Development Council (RDC) IX’s Advisory Committee (AdCom) to Quezon City’s Sulo Hotel on March 23, 2011.
The report on CY 2009-2011 trend analysis on the budget of selected regional line agencies and state universities and colleges as against their central office based on the General Appropriations Act; Region IX’s 2012 Annual Investment Program by Congressional District; and proposed amendments to the Chainsaw Act of 2002 and its implementing rules and regulations shall be among the major concerns that shall be addressed by the AdCom during the said meeting.
As a blueprint of what a place wants to achieve in a given period, the Development Plan (DP) articulates the desired vision, goals and objectives, as well as the strategies leading to such. The issues and concerns plaguing the area and the people are likewise identified. Meanwhile, the translation of the general directions of the place is embodied in its Investment Program that also outlines the specific and priority programs, projects and activities that should be implemented to address the problems identified in the DP. It states in peso terms the government exposure to warrant the achievement of the agreed goals and objectives.
The preparation of Zamboanga Peninsula Annual Investment Program (AIP) involves consultative process among those directly and indirectly affected. This is done by the line agencies and local government units that regularly confer with their clients and constituents. At the same time, general policy directions are provided by the Central Offices to ensure harmony with the country’s broad development aspirations.
The RDC AdCom shall consider the foregoing in coming up with sound decisions as it is tasked to provide advice and support policy recommendations that need legislation and/or action of the President or the Cabinet, among others. (Vilma M. Julian, NEDA IX)
